Scout navigation app does have a premium feature which allows downloading 1 map region at a time.
You must be subscribed to Premium subscription of 4.99 per month or 24.99 per year.
Start Scout app, select ME and then select Settings - Gear Icon.
In here select Download Maps, then select 1 region to install.
Since the data size is 1016 MB western US, 2003 MB Central US and 1796 MB Eastern you will be required to login to a WiFi connection so we don't consume your monthly data plan.
